MINUTES                                                                                                                          
BOARD OF PUBLIC SAFETY
April 3, 2013

A  REGULAR MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wednesday,    April 3, 2013.
 
Those in attendance included Mayor Ryan J. Bingham, Corporation Counsel Raymond Rigat, Members of the Board of Public Safety Angelo LaMonica, Douglas Benedetto, Darlene Battle, James Potter, Richard Zaharek and Christopher Cook, along with Fire Chief Gary Brunoli, Deputy Fire Chief Christopher Pepler, Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick, Officer Steven Pisarski,  Campion Ambulance Director of Operations Fred Rosa, Drakeville Volunteer Fire Chief Michael Maccalous, Torringford Volunteer Firefighter Charles Marciano, and Burrville Volunteer Fire Chief Jason Andrews.  
 
Mayor Bingham called the meeting to order at 6:33 p.m.

PROMOTIONAL CEREMONY
Deputy Fire Chief Christopher Pepler and Deputy Fire Marshal Jared Howe were pinned with their badges.

MINUTES
On a motion by Commissioner Benedetto, seconded by Commissioner Battle, the Board voted unanimously to accept the minutes of the Regular meeting held February 6, 2013.
 
OPEN TO THE PUBLIC      
On a motion by Commissioner Benedetto, seconded by Commissioner Potter the Board voted unanimously to open the meeting to the public.  

Ms. Mary Bagnaschi repeated her criticism of the Police Department.   
 
POLICE OFFICERS:  R. Davies and D. Parsons
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept Probationary Officer Robert Davies and Probationary Officer Douglas Parsons as regular members of the Torrington Police Department effective 3/26/2013 after having successfully completed their probationary period.  Chief Maniago said he recommended both officers.

EXECUTIVE SESSION
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to enter Executive Session under Police Department Personnel, inviting Chief Maniago and Deputy Chief Smedick, at 6:50 p.m.

OPEN SESSION
On a motion by Commissioner Benedetto, seconded by Commissioner Potter, the Board voted unanimously to enter Open Session at 7:01 p.m.

POLICE DETECTIVE: S. Kraznowski
On a motion by Commissioner Cook, seconded by Commissioner Battle, the Board voted unanimously to promote Officer Stephen Kraznowski to the position of Detective, effective Sunday, April 7, 2013.  

POLICE DETECTIVE: M. Farfan
On a motion by Commissioner Zaharek, seconded by Commissioner Battle, the Board voted unanimously to promote Officer Madelyn Farfan to the position of Detective, effective Sunday, July 1, 2013.  

POLICE CHIEF'S REPORT
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept Chief Michael Maniago’s Report for January and February 2013.

OFFICER PISARSKI’S REPORT
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to accept Officer Steven Pisarski's Traffic Division Report for January and February 2013.  

Commissioner Benedetto asked for a breakdown of monies collected from parking tickets.  Officer Pisarski said the majority of the amount reported in February is for parking tickets, roughly $7,000.  Officer Pisarski added that boot letters and overdue notices are going well.

Commissioner Battle asked if a response was received to Officer Pisarski's letter regarding Route 4 and Torringford Street.  Officer Pisarski replied that he was informed that the City would be responsible for any changes made there.

Commissioner Benedetto asked Officer Pisarski to follow up with the State regarding their willingness to paint a westbound turn arrow on the road, leading into the entrance of WalMart and Price Chopper.   

FIRE CHIEF'S REPORT
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to accept Fire Chief Gary Brunoli's Report for January and February 2013.

EMERGENCY MANAGEMENT REPORT
On a motion by Commissioner Zaharek, seconded by Commissioner LaMonica, the Board voted unanimously to accept the Emergency Management Report for January and February 2013.

Commissioner Benedetto asked for a report on reimbursement of blizzard expenses.  Chief Brunoli said
the Emergency Management Director is working on it.

FIRE MARSHAL'S REPORT
On a motion by Commissioner Potter, seconded by Commissioner Zaharek, the Board voted unanimously to accept Fire Marshal Tim Tharau's Report for January and February 2013.

Commissioner Benedetto thanked the Deputy Fire Marshal for the schedule of events he received.

TRAINING OFFICER REPORT
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to accept Training Officer Larry Hepburn’s Report for January and February 2013.

EMS PROVIDER REPORT
On a motion by Commissioner Zaharek, seconded by Commissioner Benedetto, the Board voted unanimously to accept the EMS Provider Activity Report for January and February 2013.

Commissioner Benedetto commended the Fire Department and Campion Ambulance for working well together and saving lives.
BUSINESS:  DEPT. HEADS
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to consider business by Department Heads.

Chief Maniago congratulated Lt. Kerwin Anders on his retirement after 25 years of service to the City, congratulated Detective Kraznwski and Officer Farfan on their promotions, saying he has great confidence in them and is sure they will do a great job, and informed the Board of a new grant to assist with hiring School Resource Officers.  With that, he said he would like to hire three School Resource Officers, one for the High School, one for the Middle School and one to take care of the remaining schools in the City.

ADD TO AGENDA
On a motion by Commissioner Cook, seconded by Commissioner Potter, the Board voted unanimously to add to the agenda.

C.O.P.S. GRANT FOR SCHOOL RESOURCE OFFICERS
On a motion by Commissioner Potter, seconded by Commissioner Cook, the Board voted unanimously to pursue the C.O.P.S. grant for School Resource Officers.  Chief Maniago said he will have more information on this by the end of April.

BUSINESS:  DEPT. HEADS CONTINUED
Chief Brunoli announced that Firefighter Brian Mazzarella has completed his probation as of February 13th and is accepted as a full member of the Fire Department.  He said he and the Deputy Chief have updated their procedure for new hires and would like to meet with the Personnel subcommittee to be prepared for July 1st.  He acknowledged the retirements of Firefighter Roland Shaw and Training Officer Larry Hepburn, thanking them for their years of service to the City and the Fire Department.  He said the Training Officer position will be posted on Friday, with the hope of filling the position in the June 2013 meeting.

Deputy Chief Pepler made sure the Board had no questions on his report, and said he's had a great learning process so far and looks forward to serving the Board and the Department.

BUSINESS: VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Benedetto, seconded by Commissioner Cook, the Board voted unanimously to consider business by the Volunteer Fire Departments.  

Drakeville announced an upcoming pancake breakfast on April 28th.

Torringford announced a wine tasting event on May 3rd at Crystal Peak.

Burrville had no report.

BUSINESS:  MAYOR & MEMBERS
On a motion by Commissioner Benedetto, seconded by Commissioner Zaharek, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety.  

All Commissioners congratulated the newly promoted.  

Commissioner Benedetto asked for an update on the property to be used for the Police Athletic League.
Chief Maniago said it was a house for sale on Migeon Avenue, next to Wolcott Hall. With four acres of land, he said it will be ideal for outdoor soccer, outdoor basketball, offices, and meeting rooms.

Commissioner Potter thanked Roland Shaw and Larry Hepburn for their years of service.  

Commissioners Cook and Battle commended the Police and Fire Chiefs for their work on the budgets.

ADJOURNMENT  
On a motion by Commissioner Potter, seconded by Commissioner Benedetto, the Board voted unanimously to adjourn at 7:20 p.m.
